II. Approval of Minutes
Ken Morrison moved, Dan Doyle seconded and it was unanimously agreed to accept the minutes of the April 3, 2002, meeting of the Executive Committee as distributed.

IV. Commodore’s Report
Commodore Harper reported that there is a need for volunteers to write HYRA article for member club bulletins. Articles about Senior U.S. SAILING events in Hawaii and articles that up-grade knowledge of racing rules including the “propulsion rule in reverse starts” would be of general interest to all sailors.
General discussion ensued about creating and maintaining a HYRA web site. Dan Doyle and Tom Pochereva were asked to research the resources required to establish a site.
Commodore Harper reported that HOST would meet June 13th at 1300 in the Maritime Education and Training Center on Sand Island. A main topic of the meeting would hurricane preparedness plans for harbors and coastal areas in Hawaii.
V. U.S. SAILING Representative’s Report
Joe Cochran and Ken Morrison reported that U.S. SAILING continues to develop its website and is developing a recording system for judges and race officers.

Dan Doyle commented that there is a need to get race scores into newspapers. This can be done via e-mail.

Chair Ken Morrison reported that there is nothing new.

1. Appeals
Chair Joe Cochran reported that no appeals are pending.
2. Racing Rules
It was noted that there has been a lot of comment about Rule 42 in Scuttlebutt; however, this rule will probably not be changed.
3. Safety
Dan Doyle moved, Frederic Berg seconded and it was unanimously agreed to add 4.26 to the Offshore Special Regulations. This prescription shall read:
4.26 HRYA prescribes that for local racing in Hawaii, the requirements for storm and heavy weather sails will apply only to Category 3 races. HYRA further prescribes that the minimum requirements for Storm and Heavy Weather Sails for Category 3 races are as follows: A heavy weather jib that meets the requirements of paragraph 4.26.8 and mainsail reefing to reduce the luff by at least 10%”
The Executive Committee asked that this prescription be distributed before the Hale O’Lono and Around Oahu races as well as at the Summer HYRA General Membership Meeting.

Commodore Harper reported that the PH Fleet is in the process of developing a new handbook
It was reported that WYC, with Kenwood Wines sponsorship, is organizing a regatta in August. It will include races to Koko Head and Barber’s Point.
5. One Design
Chair Steve Thomas reported that the summer circuit starts the following weekend at Kaneohe Yacht Club and that the Cal 20s are getting ready for the State Championship.

the Rear Commodore
1. US SAILING Events - Youth
In an e-mail that was distributed to participants, Chair Guy Fleming reported that Michael Scott won the Area H Smythe Eliminations in Full Rig Lasers, Nick Cervantes and Marc Towill won the Area H Bemis Eliminations in 420’s and that the Sears Eliminations are scheduled in J-24’s in June. Andrew Lewis won the Laser Districts, the Area H West ODay National Qualifier. Also Scott Melander and Guy taught a four day level I instructor course. Twelve candidates completed this course.
2. US SAILING Events – Senior
Chair Tom Pochereva reported that Andy Johnson gave a seminar on match racing April 10th at Kaneohe Yacht Club. Andy plans to repeat the seminar later this summer.
3. Single Handed Championship

4. HYSA
In his e-mail, Guy Fleming reported that Punahou and Maryknoll Sailing Teams attended the district championship in California and that Mid Pac Sailing Team attended the silver fleet championship in California.
“The Interscholastic League of Honolulu has approved sailing as a sport. 11 of the 27 schools have indicated that they will be forming teams. This is an impressive feat as we have been pursuing recognition of sailing for over a decade. Many thanks to the athletic director of Punahou School, Tom Holden, for helping to ease this through.”

Commodore Harper reported that Cal Maritime’s vessel, the Golden Bear, will at Pier 2 in Honolulu in mid June. If Executive Committee members wish a tour of the Golden Bear, please contact the Commodore.
