MINUTES OF FALL GENERAL MEETING

TUESDAY, NOVEMBER 5, 2002

 

 

 

1.  CALL TO ORDER:  Commodore Harper called the meeting to order at 1808.

 

EXECUTIVE COMMITTEE MEMBERS PRESENT:  Commodore Harper, Vice Commodore Doyle, Rear Commodore Myrdal, Secretary Russell, Executive Secretary Morrison; Staff Commodores Berg & Welsh, Committee Chairs: Guy Fleming,, Tom Pochereva, Betsy Robb, Steve Thomas, Marian Westley

2.  MINUTES:  It was moved, seconded and unanimously agreed to approve the minutes of the Meeting of June 12, 2002 as distributed.

 

3.  TREASURER’S REPORT:  Commodore Harper announced that John Spadaro has agreed to serve as the HYRA Treasurer.  On his behalf, the Commodore reported that HYRA has approximately $2800 in its checking account.

 

4.  COMMODORE’S REPORT:  Commodore Harper thanked all the HYRA Officers and Committee Chairs for their work during the past year.  She noted that communication within the sailing community was a major theme for 2003.  Establishment of a HYRA website, publication of articles in Midweek and other local newspapers and in Yacht Club bulletins and well as enhanced linkages developed through HYRA meetings are some of the means used to enhance sailors’ communication this year.

 

5.  US SAILING REPRESENTATIVE’S REPORT:  Ken Morrison and Commodore Harper reported on the US SAILING AGM meeting recently held in California.  Joe Cochran participated in sessions focusing on judging, Susan Harper on sailing issues and Ken Morrison on race management and offshore.  Ken Morrison serves as Chair of the US SAILING National Offshore Council.  Susan Harper is now the Area Race Officer for US Sailing Area H-W.  Ken Morrison will continue to serve on the Race Management Committee and as the Basic Race Management Instructor for Hawaii.

 

6.  COMMITTEES UNDER THE COMMODORE:

 

a.                NOMINATING COMMITTEE:  Commodore Harper presented the “Proposed Slate for  

        2003 Board of Directors:

There was a call for nominations from the floor.  Ken Morrison moved, Mike Welsh seconded and it was unanimously agreed to close the           nominations.  Mike Welsh moved, Ken Morrison seconded and it was unanimously agreed to elect the 2003 Board of Directors as presented on the slate.

 

b.              PUBLICITY:  Greg Stephanoff reported on the HYRA website.  The address is www.ussailing.net/hyra.  He noted that HYRA would like to have links with all HYRA members.  Please contact Greg Staphanoff at pearl_harbor_yc@yahoo.com to forward your URL to HYRA.  Flyers on the HYRA and on the US SAILING websites were distributed.

 

c.             PUBLICITY:  Commodore Harper reported that the Honolulu Harbor festival is scheduled for November 9th.  The UH Sailing Team will do a sailing demonstration as part of the festivities.

 

d.             RACE MANAGEMENT:  Chair Ken Morrison reported that the 2003  US SAILING Basic Race Management Seminar is scheduled for January 11th at Waikiki Yacht Club.

 

7.  COMMITTEES UNDER THE VICE COMMODORE:

 

a.             APPEALS:  Vice Commodore Doyle reported that no appeals are pending

 

b.             RACING RULES:  Chair Cy Gillette reported that there have been no rules changes since HYRA’s last general membership meeting.  Ken Morrison noted that the starting system described in RRS 26 is the only starting system currently recognized by US SAILING.  At the Spring General Membership Meeting, a proposal will be made to amend the HYRA Prescriptions to reflect this.

 

c.             SAFETY:  Vice Commodore Doyle distributed a flyer on the “Anchorages and Security Zones for the Hawaiian Islands” that were established after the terrorist attacks on September 11, 2001.

 

d.             OFFSHORE:  Chair Mike Welsh reported that the 2003 offshore season is completed.  He congratulated Charles Barclay for increasing participation in offshore events.

 

e.             ONE DESIGN:  Chair Steve Thomas reported that he is studying means of increasing the participation of sailors in the 25 – 35 years range.  One possible means is development of a dinghy/catamaran class that uses the Portsmouth handicap system.

 

f.              MULTI-HULL:  No report

 

8.  COMMITTEES UNDER THE REAR COMMODORE:

 

a.             US SAILING YOUTH EVENTS:  Chair Guy Fleming reported that Hawaii youth participated in the Cressy Championships in lasers and laser radials and that the Punahou, Maryknoll and MidPac schools will participate in the Great Oaks High School Invitational in New Orleans.  He also reported that the ILH made sailing a recognized sport for high school students.  OIA is more conservative because of past water-related accidents, but efforts will continue to have the OIA also recognize sailing.

 

b.             US SAILING SENIOR EVENTS:  Chair Tom Pochereva reported that, for the second year in a row, Hawaii women participated in the Adams Cup.  They took third place this year.  This year, Hawaii men did not participate in a national championship.  Funding is an issue for seniors who wish to go to the Mainland to participate in national events.  He recommended that HYRA develop a program that addresses this issue. 

 

c.             STATE SINGLE HANDED CHAMPIONSHIP:  Rear Commodore John Myrdal reported that this event was held in September and that all went well.

 

d.             STATE KEELBOAT CHAMPIONSIP:  Rear Commodore John Myrdal reported that this event was also held in September and that this event also went well.

 

e.                    HYSA:  Chair Betsy Robb reported that the 2003 Seafest is scheduled for Saturday, November 16th at Hawaii Yacht Club.  This is a major fundraiser for junior sailing.  All sailors are encouraged to participate in Seafest.  Tickets may be purchased only at HYC.  Another HYSA fundraiser is the El Toro/Laser Clinic and it will be held at Kaneohe Yacht Club in December.

 

Chair Robb also reported that the HYSA season recently finished with a special event at Makani Kai Yacht Club.  During 2003, over fifty regattas were held for juniors and between 25 to 125 juniors participated in each one.  Results are posted at HYSA’s website:  :www.hysa.sytes.net/hysa.

 

f.              WOMEN’S EVENTS:  Chair Marian Westley reported that five of the 6 women skippers’ events have been held and that the sixth event is scheduled for the coming weekend.  She introduced Caroline Heinrich who will represent HWYRA during 2004.

 

9.   COMMITTEES UNDER THE TREASURER: 

 

a.             BUDGET:  Commodore Harper distributed a “Proposed 2003 HYRA Budget.”  Mike Welsh moved that this budget be approved with the following changes:  Trophies, State Keelboat Championship $250.00 and Trophies, Lipton Cups/Kalakaua $450.00.  Dan Doyle seconded this motion and it was unanimously approved.

 

b.             AUDIT:  Commodore Harper extended HYRA’s appreciation to Eileen Phillips for her assistance in doing an audit of HYRA’s books.

 

c.             AWARDS BANQUET:  This event is scheduled for November 23rd at Hawaii Yacht Club.  Banquet tickets cost $10.00 for juniors and $20.00 for seniors.

 

d.             TROPHIES:  Chair Mike Welsh reported that all trophies would be ready for the Awards Banquet.

 

10.  SECRETARY’S REPORT:  Secretary Ann Russell reported that HYRA wishes to use email to the extent possible for distributing minutes, agendas and other HYRA materials.  She encouraged HYRA member clubs and their representatives to share their email addresses with the Secretary so that this means of communication may be more fully used.

 

Executive Secretary Ken Morrison noted that the annual HYRAdues notice is accompanied by forms asking for information about member clubs’ officers and HYRA delegates.  He stressed the importance of clubs returning completed information to HYRA as soon after the New Year as possible.

13.  ADJOURNMENT:  The meeting was adjourned at 1900 to a review of the draft 2003 HYRA Calendar.
