1. CALL TO ORDER: Commodore Harper called the meeting to order at 1810.
EXECUTIVE COMMITTEE MEMBERS PRESENT: Commodore Harper, Vice Commodore Doyle, Rear Commodore Myrdal, Treasurer Richards, Secretary Russell, Staff Commodores Berg & Welsh, Executive Secretary Morrison; Committee Chairs: Joe Cochran, Guy Fleming, Patrick Kudlich, Betsy Robb, Steve Thomas
CLUB REPRESENTATIVES PRESENT: Robert Ale, WYC, Charles Barclay, HYC, Ivan Chan Wa, WYC, Corey Christopher, WYC, Phil Drips, WYC, Nancy Mulford, HYC, Lynn Silva, HYC, Greg Stephanoff, PHYC
2. MINUTES: It was moved, seconded and unanimously agreed to approve the minutes of the Meeting of November 6, 2001 as distributed.
3. TREASURER’S REPORT: Treasurer Peter Richards reported that HYRA has a balance of $4186.
4. COMMODORE’S REPORT: Commodore Harper stressed the importance of communication within the sailing community. She continues to work toward strengthening HYRA as an open forum for sailors.
5. US SAILING REPRESENTATIVE’S REPORT: Chair Joe Cochran reported that he plans to attend the spring meeting of US Sailing in Colorado including its special session on the appeals process.
6. COMMITTEES UNDER THE COMMODORE:
a. NOMINATING COMMITTEE: Staff Commodore Berg reported that it is too early in the year for the Nominating Committee to report on its recommendations for officers for 2003.
b. PUBLICITY: Commodore Harper reported that she is still looking for a Chair for this vital Committee. The Commodore hopes to have a HYRA article in each member club bulletin. She has prepared the first article and is sending it to all member clubs for printing in their bulletins.
c. PUBLICITY: A Chair is needed for this Committee
d. RACE MANAGEMENT: Chair Ken Morrison reported that there were 30 attendees at the 2002 Race Management Seminar with 13 taking the test and 9 passing it. This year’s Seminar emphasized the new starting system detailed in RRS 26. US SAILING wants full transition to this new starting system by the end of 2002.
7. COMMITTEES UNDER THE VICE COMMODORE:
a. APPEALS: Chair Joe Cochran reported that US SAILING is writing it’s decision on the appeal related to Lipton Cup. The Chair hoped that it would be emailed to him for quick dissemination of the findings.
b. RACING RULES: It was reported that the new rules are now in effect. There do not seem to be any major repercussions except for RRS 26. There was a general discussion of experiences with the new starting system.
c. SAFETY: Chair Patrick Kudlich cautioned participants to sail safely and to check their equipment especially erosions on stanchions.
d. OFFSHORE: Chair Mike Welsh reported that the Trophy Advisory Committee will meet February 28th at 1730 at WYC. Kevin Mecham and Sherry Vann will begin serving new terms at that meeting.
Chair Welsh also reported that the notice of race for Lipton I should be distributed March 1st. It was recommended that this notice of race’s release be delayed for a few weeks until the results of the appeal to US SAILING is received.
e. ONE DESIGN: Chair Steve Thomas reported that Opening Day races were held during the past weekend. All went well.
f. MULTI-HULL: No report
8. COMMITTEES UNDER THE REAR COMMODORE:
a. US SAILING YOUTH EVENTS: Chair Guy Fleming reported that that Hawaii youth participated in the Midwinters in Florida, that the first eliminations in the Smythe championship series was held last weekend, and that ILH will soon make a decision about making sailing a recognized sport for high school students.
b. US SAILING SENIOR EVENTS: It was reported that HWYRA is sponsoring a seminar on Racing Rules by Joe Cochran on March 6th at 1800 at HYC. Any Johnson will give a seminar on match racing in April.
c. STATE SINGLE HANDED CHAMPIONSHIP: No report
d. STATE KEELBOAT CHAMPIONSIP: Rear Commodore John Myrdal reported that he and Jim Case will jointly chair this Committee.
e. HYSA: Chair Betsey Robb reported that over 30 sailors participated in an El Toro Seminar. She also reported that HYSA’s web page is http://hysa.sytes.net/hysa.

10. COMMITTEES UNDER THE SECRETARY: No report
11. OLD BUSINESS: None
12. NEW BUSINESS:
There was a general discussion about the Royal Hawaiian Cup (formerly Kenwood Cup) and HYRA’s involvement with this event.
It was moved by Guy Fleming, seconded by Patrick Kudlich and agreed to approve the By-Law changes to Article IV, Sections C. and D to read:
C. The Secretary shall keep full and complete record of the proceedings of all meetings and send out all notices, and perform such other duties as usually appertain to such office. The Secretary shall mail to each Delegate and to the Secretary of each Member-Club within ten days after each meeting of the Delegates or the Executive Committee a copy of the minutes of sail meetings.
D. The Treasurer shall collect and receive all moneys, keep a correct account thereof, and deposit same in the name of the Association in such bank as may be approved by the Association, and shall disburse same in payment of properly approved debts of the Association. At the Spring General Meeting of the Association, the Treasurer shall submit a full report, in writing, of the financial condition of the Association which shall have been previously audited and approved by the Auditing Committee. The Executive Committee shall appoint the auditor. The financial year shall begin the first day of January. As soon as feasible, the Treasurer shall appoint the (1) Budget Committee, (2) Audit Committee, (3) Trophy Committee and (4) Annual Awards Banquet Committee.
HYC Head Delegate Charles Barclay presented a series of proposals related by HPHRF, HYRA and a Boat of the Year Award. Please see the attached memorandum from Mr. Barclay dated February 26, 2002. A general discussion ensued about HPHRF’s role in determining seasons points and in handicapping. The issue was referred the HYRA Executive Committee.
13. ADJOURNMENT: The meeting was adjourned at 1900.
