HYRA Executive Committee Minutes

 

February 4, 2004

 

 

Present:

Commodore Joe Cochran, Vice Commodore John Spadaro, Rear Commodore Doug Taylor, Treasurer Tom Pochereva, Secretary Ann Russell, Executive Secretary Ken Morrison, Staff Commodore Dan Doyle, Committee Chairs: Cy Gillette, Guy Fleming, Steve Thomas

 

I.          Called to order at 1205 p.m.

 

II.        Approval of Minutes

It was moved by Doug Taylor, seconded by John Spadaro and unanimously agreed to approve the minutes of the January 24, 2004 meeting of the Executive Committee as distributed.

 

III.       Treasurer’s Report

Treasurer Pochereva reported that HYRA has a checking account balance of $5,321.22.  The Secretary gave the Treasurer checks for 2004 membership dues in the amount of $820.00.  Dan Doyle volunteered to deliver HYRA’s check for $900.00 to support HYSA trophies and awards.  Doug Taylor moved, Dan Doyle seconded and it was unanimously agreed to accept the Treasurer’s report subject to audit.

 

IV.       Commodore’s Report

Commodore Joe Cochran reported that there is no consensus on HYRA’s role in overseeing championship events and handicapping.  It was moved by John Spadaro, seconded by Dan Doyle and unanimously agreed to propose a revision of Section 7E of the HYRA Handbook at the February 24, 2004 General Membership meeting.  It was moved by John Spadaro, seconded by Doug Taylor and unanimously agreed that HYRA subscribe to the Americap Valid List at an estimated cost of $250.00/year.

           

V.        U.S. SAILING Representative’s Report

Representative Dan Doyle reported that the next meeting of USSAILING is scheduled for March 11-14 in Mobile, Alabama

 

 

 

VI.       Committee Reports

 

            A.        Under the Commodore

                       

                        1.         Nominating

No report.

 

                        2.         Publicity

The Commodore noted that there is a need to clearly identify the purpose of this Committee.  It was suggested that it focus on the State Championships and youth events.

 

                        3.         Government Relations

The Commodore noted that there is a need to clearly identify the purpose of this Committee.

 

                        4.         Race Management

General discussion ensued about Hawaii’s need to develop a certified Race Management Seminar instructor since Ken Morrison is moving to the Mainland. 

 

            B.        Under the Vice Commodore

                       

                        1.         Appeals

                                    Chair Ken Morrison reported that no appeals are pending.

 

                        2.         Racing Rules

Chair Cy Gillette reported that there have been no rule changes since the last Executive Committee meeting.

 

                        3.         Safety

Dan Doyle, Hank Mulligan and Tom Pochereva were asked to investigate the potential for holding a Safety at Sea Seminar in Honolulu this year.

 

Ken Morrison reported that HYRA should revise its Prescriptions so that they reflect the changes in the 2003-2004 Special Regulations.

 

                        4.         Offshore

                        5.         One Design

Chair Thomas reported that the one-design fleets are well organized on the Kaneohe side of the island.  These fleets need to be developed on the Waikiki side.

 

 

            C.        Under the Rear Commodore

 

                        1.         US SAILING Events – Youth

Chair Fleming reported that Hawaii was well represented at the 420 Youth Worlds Championships. 

 

He noted that the High School racing season starts in February and ends in April.  There will be two teams this year because of the high interest in sailing.

 

Chair Fleming also reported that the 2005 Cressy National Single-Handed Championship would be held in Hawaii. HYRA, with Mr. Fleming’s leadership, will have a major role in organizing this event.

 

                        2          US SAILING – Seniors

Chair Tom Pochereva reported that HWYRA has already begun working toward participating in the Adams and Rolex Cups.  He also reported that both John Spadaro and a Maui Club have expressed interest in participating in the Hinman series.

 

                        3.         Single Handed Championship

Chair Guy Fleming reported that this event would be held in September.

 

                        4.         State Keelboat Championship

Rear Commodore Taylor reported that John Myrdal, Jr. would chair this event.

 

                        5.         HYSA

Chair Dan Doyle noted that he had nothing new to report.

 

                        6.         Women’s Events

                                    No report

 

            D.        Under the Treasurer

 

                        1.         Budget                                                     

                                    No report

 

                        2.         Audit

Treasurer Pochereva reported that Eileen Phillips has completed the audit of HYRA’s 2001 and 2002 records.  She will complete the audit of the 2003 records by the next Executive Committee meeting. 

 

                        3.         Awards Banquet

No report

 

                        4.         Trophies

                                    No report

 

            E.         Secretary

Secretary Russell distributed a report on the “Status of Member Dues and Data.  Tom Pochereva noted that he received the dues of the Makani Kai Yacht Club.  She reported that the HYRA website will be updated as soon as 2004 data is received.
