MINUTES OF FALL GENERAL MEETING

WAIKIKI YACHT CLUB

TUESDAY, FEBRUARY 24, 2004

 

 

 

1.  CALL TO ORDER:  Commodore Harper called the meeting to order at 1809.

 

EXECUTIVE COMMITTEE MEMBERS PRESENT:  Commodore Cochran, Vice Commodore Spadaro, Secretary Russell,  Staff Commodores Doyle, Committee Chairs: Cy Gillette, Patrick Kudlich, Tom Pochereva,  Steve Thomas

 

CLUB REPRESENTATIVES PRESENT: Hank Mulligan, HYC, Sherry Vann, HYC, Caroline Heinrich,, HWYRA, Rick Osborne, KYC, Phil Drips, WYC, Ty Pryne, WYC, Todd Wyrick, WYC

 

2.  MINUTES:  Patrick Kudlich moved, Rick Osborne seconded and it was unanimously agreed to accept the minutes of Fall General Membership Meeting November 19, 2003, as distributed.

 

3.  TREASURER’S REPORT:  See the Committees under the Treasurer sections of these minutes.

 

4.  COMMODORE’S REPORT:  Commodore Cochran looks forward to a great year with HYRA working to bring member clubs together to accomplish national and local events synergistically.

 

5.  US SAILING REPRESENTATIVE’S REPORT:  Representative Doyle reported that the spring meeting of USSAILING will be held in Mobile, Alabama in mid-March.  He noted that one of USSAILING’s emphases this year will be the registration of sailor athletes so that the organization can better represent them.

 

6.  COMMITTEES UNDER THE COMMODORE:

 

a.                NOMINATING COMMITTEE:  No report

 

b.              PUBLICITY:  Commodore Cochran that a number of individuals are willing to assist with publicity but it’s purpose requires clarification

 

c.             GOVERNMENT RELATIONS:  No report

 

d.             RACE MANAGEMENT:  Commodore Cochran reported that the 2004 Race Management Seminar was cancelled.  It was noted that Hawaii needs to enhance its instructor base.

 

7.  COMMITTEES UNDER THE VICE COMMODORE:

 

a.             APPEALS:  Commodore Cochran reported that no appeals are pending.  He also reported that HYRA has sent an objection to a USSAILING proposal that all local appeals be processed through their west coast office.

 

b.             RACING RULES:  Chair Cy Gillette reported that there have been no rules changes since HYRA’s last general membership meeting. 

 

c.             SAFETY:  Chair Patrick Kudlich reported that there is interest in conducting a Safety at Sea Seminar.  Hank Mulligan noted that USSAILING has changed its requirements for sanctioned seminars; thus making the seminars expensive to conduct.  Hawaii entrants in Pacific Cup must fly to California to meet the Pacific Cup requirement on participation in a sanctioned Safety at Sea Seminar.   Dan Doyle and Hank Mulligan will continue to explore the possibilities of conducting a seminar in Hawaii.

 

d.             OFFSHORE:  Chair Dan Doyle reviewed the changes in the HYRA Championship Schedule.

 

                It was moved by John Spadaro, seconded by Patrick Kudlich and unanimously agreed to accept the revision of Section 7E of the HYRA Handbook as presented.  See the attachment to these minutes. 

 

e.             ONE DESIGN& MULTI-HULL:  Chair Steve Thomas reported that the one-design fleets continue to grow.

 

8.  COMMITTEES UNDER THE REAR COMMODORE:

 

a.             US SAILING YOUTH EVENTS:  See HYSA report

 

b.             US SAILING SENIOR EVENTS:  Chair Tom Pochereva reported that he will poll each club and sailing director to solicit recommendations on enhancing the clubs participation in national senior events.

 

c.             STATE SINGLE HANDED CHAMPIONSHIP:  No report

 

d.             STATE KEELBOAT CHAMPIONSIP:  No report

 

e.                    HYSA:  Dan Doyle reported that HYSA has held 2 regattas to date and that a number of youth will be going to California to participate in a clinic.

 

f.              WOMEN’S EVENTS:  Chair Caroline Heinrich reported that a team is preparing to participate in the Adams Cup and that several women plan to participate in this year’s Pacific Cup.

 

9.   COMMITTEES UNDER THE TREASURER: 

 

a.             BUDGET:  Treasurer Pochereva reported that he is evaluating the budget categories.

 

b.             AUDIT:  No report

 

c.             AWARDS BANQUET:  This event is scheduled for Kaneohe Yacht Club. 

 

d.             TROPHIES:  Treasurer Pochereva reported that Mike Welsh has agreed to assist in this area.

 

10.  SECRETARY’S REPORT:  Secretary Ann Russell reported that on the status of member dues and data.

 

11.  OLD BUSINESS:  It was agreed to defer discussion of the establishment of a 501(c)(3) organization for HYRA.

 

12.  NEW BUSINESS:  None

 

13.  ADJOURNMENT:  The meeting was adjourned at 1934.

SECTION 7E

 

E. OFFSHORE COMMITTEE

--------------------------

  1. The Offshore Committee is responsible for representing HYRA Offshore Fleets currently racing in Hawaii. The Offshore Committee shall include the Fleet Captains of all HYRA Offshore Fleets. Rear Commodores for Sail of HYRA Member Clubs currently organizing races for offshore handicap and one-design fleets will be invited to attend the meetings of the Offshore Committee. HYRA Offshore Fleets shall include all classes racing under US SAILING recognized offshore handicap rules including IOR, IMS, AmeriCap and PHRF.

 

  1. All offshore boats racing under the IOR, IMS and AmeriCap rating systems shall have current and valid Rating Certificates issued by US SAILING.

 

  1. All offshore boats racing under the PHRF handicapping system shall have valid PHRF certificates issued by the Chief PHRF Handicapper designated by HYRA.

 

  1. The Offshore Committee will designate the rating breaks for dividing the offshore boats into size classes at the beginning of each sailing season. This will be done in consultation with the fleet representatives. Rating breaks should take into account the fact that some boats may be racing in more than one class and therefore be aligned as close as possible between offshore classes.  

 

  1. The Offshore Committee will designate the offshore invitational races to be designated as HYRA sanctioned races for each year. This will be done in consultation with fleet representatives and race organizers.

 

  1. Each HYRA Member Club conducting offshore invitation races will collect an HYRA entry fee of $5.00 per boat entered in each class. These funds will be paid to HYRA and will be designated specifically for use by the HYRA Offshore Committee to pay any required fees from US SAILING in support of the active offshore classes and for season’s points prizes for each of the offshore classes.

 

  1. The Offshore Committee shall communicate all decisions on offshore class matters to the various race organizing authorities to insure that these decisions are respected.
